Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are released from various governments. Considerable effort is expended on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from enemy soil, a capability afforded by current data. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the incoming missile won't hit its mark this time, preventing destruction from devastation and another blackout.
Persistent Threats
Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv faced the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, no doubt, persist.
Political Considerations
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to abandon the areas that it presently holds in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through statements or actions, from believing that the situation will not shift further in its favour in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but preventing a entire defensive failure until conditions improve in its benefit.
Existing Situation
Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all served their function.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
